FREE WEBINAR: Advancing EPR in the Great Lakes Region

Across the Great Lakes region, conversations around Extended Producer Responsibility (EPR) are moving beyond the basics toward detailed program design and implementation. This advanced session is tailored for policymakers, regulators, and stakeholders with prior exposure to EPR who are seeking deeper insights into next steps for their states and provinces.

Building on recent legislative progress in the U.S. and Canada, panelists will examine emerging best practices and critical decision points in program development. Topics will include governance models, oversight structures, eco-modulated fee schedules, data and reporting systems, and the evolving roles of municipalities and producer responsibility organizations (PROs). The session will also explore harmonization opportunities across jurisdictions, drawing lessons from Ontario’s oversight framework and U.S. packaging EPR laws already in motion.

Attendees will gain practical strategies for addressing challenges such as producer registration, performance standards, compliance auditing, and ensuring equity in access and service. The session will also look ahead to how EPR can be leveraged for broader climate and circular economy goals.

This deep dive will provide Great Lakes leaders with actionable insights for program design and implementation, as well as a forum for peer-to-peer discussion during a moderated Q&A.

Presented by Council of the Great Lakes Region and Product Stewardship Institute

Marta Keane Bio:

Marta Keane began her environmental career in 1988 in the private sector, changed to the public sector in 1992 where she has excelled at municipal and county positions, working on curbside and drop-off programs, along with writing Solid Waste Plans, and influencing state legislation. For seven years Ms. Keane ran one of the busiest Household Hazardous Waste collection sites in the United States.  She offered residents the first mid-west electronic recycling event in 1996. At Will County, she has forged partnerships with municipalities, townships and businesses to create more recycling drop-offs for traditional items, electronic items, medications, batteries, fire extinguishers and more. As part of a team, she worked on the County Energy Plan and created the County’s Green website, offering energy efficiency, water conservation, composting and recycling information to over 40,000 visitors annually. She manages social media education on all Will County Resource Recovery programs.

Over the course of her career, she has served on the Illinois Recycling Association board several times; spent two years on the SWANA-IL board and on several statewide task forces. Currently, Ms. Keane serves on the Recycling Contamination Task Force, the Illinois Electronics Task Force, and the Illinois Statewide Recycling Needs Assessment Advisory Council. She is on the National Recycling Coalition Board of Directors and serves as Chair of the Illinois Product Stewardship Council. She was recently honored with the Steve Apotheker Award, the state’s highest recycling honor. She credits her success to her peers whose passion, creativity and tenacity are a continual source of inspiration.

Christina Seibert Bio:

Christina Seibert is the Executive Director for the Solid Waste Agency of Northern Cook County (SWANCC), an intergovernmental agency facilitating waste management operations, programs, and policy for its 23 member municipalities and 800,000 residents in north and northwest Cook County (suburban Chicago).  She has 25 years of experience in the solid waste and recycling arena, consulting to and serving some of the most environmentally progressive communities in the Chicago region and across the US, driving pragmatic and community-minded strategies. Christina relishes the opportunity to talk trash – and waste diversion – with her peers and serves as the President of the Illinois Chapter of the Solid Waste Association of North America (SWANA), chair of the Statewide Recycling Needs Assessment Advisory Council, co-chair of the Illinois Task Force on Recycling Contamination Solutions, chair of the Illinois Electronics Recycling Task Force, and President of the Product Stewardship Institute’s Board of Directors.

FREE WEBINAR: Laying the Groundwork: The Basics of EPR in the Great Lakes Region

Extended Producer Responsibility (EPR) is gaining momentum across North America, and the Great Lakes region is no exception. As policymakers, governments, companies, nonprofits, and other stakeholders prepare to engage in stewardship policy discussions, it’s critical to begin with a shared foundation of knowledge.

This introductory webinar will provide a clear overview of EPR principles, why they matter, and how they’re being applied in the U.S. and Canada. Speakers will explain the mechanics of EPR—shifting financial and operational responsibility for waste management from governments to producers—and highlight the environmental, economic, and equity benefits that drive adoption.

Attendees will hear case studies from early programs, explore how EPR interacts with existing recycling systems, and gain clarity on the roles stakeholders play. The session will also address common myths and misconceptions before closing with audience Q&A.
